Project Background
Following the community consultation in July/August 2020, the community were consulted again in October 2020 with a proposal to also install a raised intersection treatment at First Avenue/Heath Street. This should assist in further managing vehicle speeds and also highlight the presence of the intersection to approaching drivers.
At the Council meeting on 1 December 2020, it was resolved to proceed with the construction of this segment of the route. The cycleway in this segment comprises of a mixture of treatments including:
- Raised pedestrian/cyclist crossing on Timbrell Drive (subject to further investigation/design)
- Separated pedestrian/cyclist path linking Heath Street to the Bay Run, through Timbrell Park
- New pedestrian/cyclists refuges at the intersection of Henley Marine Drive and Heath Street
- Separated cycle lane for the northbound uphill cyclists on Heath Street between First Avenue and Henley Marine Drive. Mixed traffic downhill.
- Three traffic calming devices on First Avenue
- On-road mixed traffic on Howley Street and Heath Street
- New pedestrian/cyclists refuge on Ingham Avenue
- New shared path through Five Dock Park
- General line-marking and signage upgrades
New pedestrian/cyclists refuge on Ingham Avenue and three traffic calming devices on First Avenue are currently under construction. We are currently working on detailed design of separated cycle lane on Heath Street and new pedestrian/cyclists refuges at the intersection of Henley Marine Drive and Heath Street.
In 2020, we consulted with the community regarding a proposed East-West Regional Cycleway. We received valuable feedback from the broader community and residents in and around Heath Street, Five Dock.
In mid-2021, we updated the community on how the project was progressing. This included information on the start of works on part of the route in the second half of 2021. While further investigation and design work were still underway on other parts including Heath Street.
While preparing the detailed designs for Heath Street and Henley Marine Drive, Council staff spoke with many residents in the area. This assisted us in ensuring any concerns were carefully considered and the design was refined appropriately.
Minimising impacts such as loss of parking has been a focus of the project, whilst still providing facilities that encourage cycling and walking. As outlined in the attached plans, most of the impacted parking is at the Heath Street and Henley Marine Drive intersection. These impacts to parking are required to accommodate new refuges to assist cyclists and pedestrians in safely accessing Timbrell Park.
We recently finalised the detailed designs and anticipate that construction will commence in August 2022. Before the commencement of construction, Council’s contractor will distribute a further notification with additional information on how they will be managing the works.
As part of a separate project, Council has engaged a consultant to undertake a Traffic, Parking and Pedestrian study of the area around Timbrell Park. This includes undertaking surveys and observations during peak sporting times. We will consult with the community after the consultant has prepared their draft findings and suggestions for the area.

Construction works for the pedestrian refuge islands and on-road regional cycleway on Heath Street, between Henley Marine Drive and First Avenue begun on 19 September. Pedestrian access ramps and footpath have been constructed at the intersection of Heath Street and Henley Marine Drive. Preperation works for the pedestrian refuge islands and on-road regional cycle way have been completed.
