1. Deliver a quality building that meets the requirements of the community and the Inner Western Suburbs Netball Associated (IWSNA)

Cintra Park is the home for netball participants in the Canada Bay, Burwood, Inner West and Strathfield LGAs. The Inner Western Suburbs Netball Association (IWSNA) has in excess of 3,600 members and has been experiencing year on year growth of approximately 5%.

To provide high quality amenities which support our growing sporting community, the existing amenities building (opened in 2009) is being expanded.

Proceeding with this project will allow the City of Canada Bay to provide an appropriately sized, fit-for-purpose facility to adequately support the growth of netball in the wider region. The improved canteen facilities will assist the not-for-profit IWSNA to expand this important volunteer-run revenue stream, and so generate additional funds to re-invest into facilities and services for its members who are predominantly women and girls.

The project will also better attract and support major events, such as the Netball NSW State Age Championship. Such events increase local economic activity in areas such as accommodation, retail, employment, entertainment, and food and beverage sales.

Upgrading the existing building will benefit the community by increasing participation in sport. Higher quality facilities are shown to attract participants and increase participant retention levels.

Furthermore it will improve working conditions for volunteer administrators (e.g. canteen staff, committee members, umpires) who are often members of the local community. It will also improve facilities for spectators who are predominantly players’ families, parents and siblings, and who support active participants.

The outdoor covered BBQ facility will provide a facility for the local community to enjoy outside of booking times by the netball association, thereby increasing the area’s use year-round, both for passive recreation activities (such as walking, running, cycling, personal fitness, and dog-walking), and by other park hirers (including schools, Rotary farmers’ markets, tennis, AFL, rugby, athletics and hockey bodies). Public toilets will be made available in the building for use by those using the BBQ area.

The upgraded facilities will enhance personal physical and mental health, community cohesion and inclusivity, and social connectedness.

This project aims to support the strategic goals of multiple government organisations including Sport Australia, the Greater Sydney Commission, Infrastructure NSW, the NSW Office of Sport, the NSW Department of Health, and the City of Canada Bay Council.

This project is jointly funded by the City of Canada Bay ($0.4m) and the Federal Government as part of the Community Development Grants Programme ($1.2m).

The Australian Federal Government has established the Community Development Grants Programme to support needed infrastructure that promotes stable, secure and viable local and regional economies.

There are no proposed changes to the existing hours of use of the building or netball facilities.

There are no proposed changes to the existing netball courts or flood lighting as a result of this project.

To illuminate the walkways surrounding the building, pathway lighting will be installed to the building (similar to existing). This will promote safety and enhance passive security in Cintra Park at night.

The extension has been architecturally designed with similar materials and colours to the existing building. Key materials will include:

• Blockwork with render and paint
• Colourbond metal fascia roof and gutters
• Security roller shutters to any window openings

The building will be of timber frame construction on concrete slab (as per the existing building).

There are 10 trees (4 x Melaleuca, 3 x Allocasuarina and 3 x Pittosporum species) to the south of the existing building that will be removed as part of this project. These trees are non-protected and have been approved for removal by Council’s Tree Services division.

To conserve and enhance the treescape and environmental amenity of the City of Canada Bay, Council will be replanting 13 new trees to the eastern extent of Cintra Park along Cook Avenue. This will serve to increase canopy cover by 25% to Cintra Park. Please refer to this plan for proposed tree species and location.

Council is working together with Sydney Water to achieve a solution that is mutually beneficial for the St Luke’s Canal Naturalisation and Cintra Park Netball Amenities Upgrade projects.

The existing footpath and building are to remain in their current alignment relative to the Canal – with the building extending only towards the south (along the canal).

The building will be upgraded by Council initially followed by the naturalisation of this canal by Sydney Water at a later date.

There will be two additional 240lt bins installed in the vicinity of the outdoor BBQ area to cater to any additional waste being generated by the Canteen and BBQ facilities.

Council will service these bins on Wednesdays, Fridays and Sundays.

As the existing operating hours of Cintra Park are maintained during netball use, additional parking demand as a result of the proposed upgraded facility is not expected.

Off-street parking will be provided to workers during the construction period. There will be no impact to on-street parking during construction.

Construction is scheduled to commence in September 2019 and facilities re-opened in April 2020.

Construction will occur between standard working hours of Monday to Saturday 7.00 am to 5.00 pm.
