Project background
In response to community concerns around pedestrian and driver safety, Council is proposing improvements at the intersection of Gipps Street and Flavelle Street in Concord.
The proposed improvements are outlined on the draft plan below and include:
- Constructing a pedestrian refuge island at the intersection to slow vehicle speeds and provide a safe crossing point for pedestrians
- Introducing a ‘left turn only’ restriction from Flavelle Street into Gipps Street, to improve traffic flow at the intersection
Feedback closed on Sunday, 31 May 2026.
Based on community feedback, the plan will be subject to minor modifications.

Council officers were at Queen Elizabeth Park (at the corner of Flavelle St and Gipps St) on Saturday 23 May from 9-11am to talk about the proposal and collect feedback.
