In November 2023 Council implemented a Permit Parking Scheme (PPS) to address parking concerns in the Five Dock town centre.

Following the commencement of construction in the heart of Five Dock for the future Metro West station, and feedback received on Council’s community-led plan (Our Future 2036), parking within Five Dock was highlighted as a key area of community interest.

Council has committed to a review of the scheme and its impacts after 12 months. At this point, the community will be encouraged to provide feedback again, and Council officers will review data received on issues, complaints and concerns emerging during the first 12 month period.

Permit Parking Schemes (PPS) are areas where residents, business owners, and other eligible permit holders are given priority over other visitors in relation to on-street parking. This is typically achieved through the installation of timed parking restrictions with exemptions for permit holders, thereby increasing parking turnover whilst minimising the impact on residents and local businesses.
Council currently operates five PPS in Drummoyne, Chiswick, Strathfield and Concord West. Historically, these locations were selected due to a range of factors affecting the demand for the limited number of parking spaces in these areas. Over the years, these schemes have proven an effective way to balance the provision of parking for visitors to these areas whilst also meeting residents and business owners needs.

Council Meeting 15 August 2023 outcome

At the 15 August Council Meeting, Council adopted the recommendations from the Council report, which are as follows:

  1. THAT parking restrictions be implemented around Five Dock Public School as outlined on the attached plans.
  2. THAT the Five Dock Permit Parking Scheme be extended to include areas in Trevanion Street, Erina Avenue and Great North Road as outlined on the attached plans.

On Tuesday 18 October 2022, Council resolved the following that:

1. Five Dock permit parking scheme be implemented with the exception of the streets bordering Five Dock Public School.


2. The excepted streets referred to in 1 above be the subject of a Councillor workshop following consultation with the Five Dock Public School P&C Association and a subsequent report to Council.


3. A report be prepared and reported back to Council on the operation of the Five Dock Permit Parking Scheme and any refinements required, within 12 months of implementation of the Scheme.


Current Actions:
Council staff are currently liaising and gathering feedback from Five Dock Public School P&C prior to undertaking further consultation with the wider Five Dock Community. Stay tuned for future updates.


Community consultation

Before the Five Dock Permit Parking Scheme (PPS) was implemented, Council completed three rounds of consultation with the community from December 2021 to August 2023.

80% of respondents to the first round of consultation supported a PPS, and following rounds of consultation explored the detailed proposals for each street. As such, feedback was very detailed and individual to residents and the project team responded directly to ideas, questions and requests from the community. Additionally, further changes were made to areas including streets surrounding Five Dock Public School, which required specific discussions and restrictions to ease congestion and support safety for students and families.

Following these consultations, Council's Traffic Committee and Council reviewed feedback and changes, and ultimately resolved to adopt the PPS with a plan to review the impacts of the scheme after 12 months.
