Background

The City of Canada Bay Council is proposing to enter into a Voluntary Planning Agreement (VPA) with the Developer Leeds Investments Pty Ltd ABN 40 601 966 036 for the development of 25-27 Leeds Street, Rhodes.

The site is situated on the Parramatta River in Leeds Street, Rhodes and is a site identified for development under the Rhodes East Place Strategy.

A draft Planning Agreement has now been negotiated in consideration of the proposed amendments to the existing State Significant Development number 67419241. In addition to the conditions of consent requirements for transfer and embellishment of foreshore land to Council at Leeds Street, the Planning Agreement seeks the delivery of the following public benefits:

  1. A pedestrian footbridge that will pass through the airspace of Walker Street, Rhodes (Council Land) and connect to Rhodes train station
  2. Fees to access the train station to be paid to Transport for NSW
  3. Necessary easements for public access to the Rhodes Central shopping complex

The footbridge will include an enclosed walkway of 3.2m in height, 4m in width and approximately 6.3 - 6.6m above Walker Street. A new concrete footing (5.4m x 2.4m) and column (1.5m wide) on the eastern side of Walker Street would be required to support the structure.
