Background

Every year, Council develops an Operational Plan and budget to turn community aspirations into action. The Operational Plan sits under our Delivery Program which is a four-year document that aims to manage resources responsibly and deliver outcomes that matter to you.

The financial year of 2026-2027 is the second year of implementing the Delivery Program 2025-2029.

The draft Delivery Program and Operational Plan 2026-2027, as well as Council’s proposed Fees and Charges, are on public exhibition until Sunday, 24 May 2026. You're invited to review the draft documents and share your feedback.

Council will review and consider every submission and will make adjustments to the Delivery Program and Operational Plan as relevant. The final drafts will then be taken to a meeting of Council in June 2026.

Submissions will be compiled in an engagement report which will form part of the report to Council. Everyone who makes a submission will be provided a link to view the meeting agenda and engagement report. Individual responses will not be provided.

  • Concord Library
  • Five Dock Library
  • The Learning Space
