Project background
At its meeting on 18 November 2025, Council resolved to exhibit the draft Canada Bay Local Infrastructure Contributions Plan (LICP) and draft Homebush TOD s7.12 Contributions Plan.
The draft LICP and draft Homebush TOD s7.12 Contributions Plan allow Council to collect monetary contributions from new development to fund the provision of local infrastructure in the local government area (LGA). By regularly reviewing and updating the LICP, and producing new contribution plans where necessary, Council can more accurately identify the necessary infrastructure needed to meet growing community needs, and fully or partly fund this infrastructure from developer contributions.
Local Infrastructure Contributions Plan (LICP) review and update
The LICP was adopted in February 2022 and is the primary source of funding for capital infrastructure across the LGA. A review of the LICP has been undertaken and an updated draft LICP has been prepared to respond to significant shifts in projected population growth and local infrastructure needs.
Homebush TOD s7.12 Contributions Plan
In 2024 the NSW government rezoned land in the Homebush Transport Oriented Development (TOD) Precinct, significantly increasing the future residential population. A draft Homebush TOD s7.12 Contributions Plan has been prepared to enable the collection of funds to deliver local infrastructure for this growing population. This new contribution plan seeks to apply a Section 7.12 development contribution levy of up to 3% of development costs, enabling funding and delivery of local infrastructure in the Homebush TOD Precinct.

The draft Canada Bay Local Infrastructure Contributions Plan and draft Homebush TOD s7.12 Contributions Plan were on public exhibition from 20 November - 19 December 2025.
