Project background
Local residents have raised concerns to Council related to the Brewer Street precinct in Concord.
We asked for input from the broader community to understand these issues and develop appropriate solutions. Feedback was collected via a survey and mapping tool. We then prepared the Brewer Street Action Plan which was adopted by Council in April 2021.

How we are addressing community concerns
- Youth Programs - Council's
Community Services team have been working to attract a youth services officer.
A grant proposal has been prepared to attract youth programs officer for this
area

- Consultation about time
limited parking was inconclusive. Council's Traffic Committee did not
support change due to limited responses from proponents in the
consultation. This action will not be progressed.
- $50,000 has been
invested in additional lighting at the pedestrian crossing. This
contributes to lighting the car park. The latest lighting audit by
Councils Lighting engineer confirms that current lighting meets Council’s
Lighting Strategy. This strategy recognises the significant impacts
lighting has on people including safety, discomfort and light pollution
and the environmental cost in terms of greenhouse gas emissions, affecting
plants, animals and birds and pollution. No further action will be taken
at this time.

- Locking up play equipment – the trial during lock down was postponed. A new trial will be organised.

Project Updates
Illegal dumping
The site was monitored over the Christmas period from 23 December 2021 to 7 January 2022 due to concerns about illegal dumping. A mobile surveillance unit was installed over this period. This is part of an ongoing program to monitor and prosecute illegal dumping across the City.
The Brewer Street site had been prioritised for monitoring. The surveillance results showed no instances of illegal dumping.
Overnight parking in the Brewer Street Car Park
In line with the Brewer Street Precinct Action Plan, we sought feedback on proposed time changes in the Brewer Street Car Park to prohibit overnight parking (from 11:30pm – 6am, all days). This consultation ran from 26 October - 12 November 2021 and was part of a wider consultation regarding parking in the Majors Bay Road Village and surrounding streets. There was limited feedback and the Traffic Committee recommended that overnight parking restrictions should not be implemented at this time. This was adopted by Council at the 15 February 2022 Council meeting.
Community feedback was used to develop the Brewer Street Action Plan, which was adopted at the April 2021 Council meeting. To view the draft minutes from the meeting, click here. To view the Brewer Street Action Plan, click here.
Actions currently being prioritised are:
- Traffic monitoring — traffic data has been captured and a speed detector installed on Brewer Street and Shipman Street, which will be supported by police patrols in the area. We will move this to another location to triangulate the data in June.
- Community consultation — this is scheduled for June with regards to time changes in the Brewer Street car park. The consultation will form part of the wider updates being considered through the Majors Bay Road Parking Study.
- Clothing bin — removal of the clothing bin in Brewer Street car park has been approved by Council and will take place early in the next financial year in line with the new bin contract.
- CCTV — plans are underway to install temporary CCTV in the next quarter.
We will keep you informed as milestones outlined in the Action Plan are achieved.
Councillors were taken through this project in the March Council workshop, and the findings of the consultation will be presented at the April Council meeting where next steps will be decided on.
